I have some info on HB 1847 sponsored by Rep. Beth Low. Today I talked to one of her staffers and was told a few promising bits of info. The text of the bill was written by the ASPCA and read before the House without any real input from the co-sponsors. The ASPCA's position is that MO is among the "worst" states with respect to wild animal breeding on the order of "monkeys, alligators and other exotics." This bill would, in their estimation, wrangle in MO's unchecked animal breeding.
The staffer informed me that Rep. Low has received numerous calls about the overly restrictive nature of the bill and is open to addressing the concerns of owners of birds and other companion animals. The bill is in the early stages of the legislative process, and has not yet been assigned to committee. The staffer also tells me that Rep. Low is in the minority party and last year NONE of her bills passed the assembly.
While this information is promising for bird owners in MO, do not take this as reason to stop complaining about this bill. I urge you to continue calling your represenatives in the MO house and lodge your opposition to HB 1847. Politicians don't care about pickets or protests. I might naively say they care more about the number of registered voters who complaint vs. those who support bills. Kansas residents - give Missouri a hand and call as well. (Rep. Low represents a district in the Brookside area of KCMO).
